BURNS, District Judge:

The question presented is whether the United States has jurisdiction over major crimes committed on an Indian reservation created in 1972, in a state to which the federal government in 1953 passed jurisdiction over offenses by or against Indians in Indian country. Put differently, the question is whether "Indian country within the State," as that phrase applies to Oregon in 18 U.S.C. § 1162, means Indian country...
