Petitioner Voelz seeks review of an order of respondent Board of Engineering Examiners suspending his license as a registered land surveyor for a period of two years.

The charges, some 24 in number, were alleged to arise under ORS 672.200(2), which authorizes the Board of Engineering Examiners to "suspend or revoke" a registration to practice engineering or land surveying based upon "gross negligence or incompetence in the practice of engineering...
