WILKEY, Circuit Judge:

The National Visitor Center Act, as amended,1 ("the Act") authorizes the Secretary of the Interior to provide certain kinds of transportation services between Federal areas within the District of Columbia. The Act further provides that such services "shall be under the sole and exclusive charge and control of the Secretary [of the Interior]."
