MERHIGE, District Judge.

Bank of Virginia (hereinafter "Bank") instituted garnishment proceedings in state court against William Tompkins, for the purpose of satisfying a judgment previously secured against him. The United States Postal Service (hereinafter "Postal Service") was named as garnishee in the summons.
