By the adoption of our new Constitution in 1968, the people of Florida mandated that city property should not be taxed to finance services exclusively for the benefit of unincorporated areas. In Alsdorf v. Broward County, 333 So.2d 457 (Fla. 1976), our Supreme Court observed that this constitutional provision meant what it said.
