Plaintiffs-appellants are private hospitals in Puerto Rico. The Secretary of Labor for the Commonwealth, defendant-appellee in this case, notified appellants that under Mandatory Decree No. 4 of the Minimum Wage Board of Puerto Rico they were liable for back wages on work performed by their employees from 1967 to 1974.
