We are asked here to consider whether the Circuit Court for Worcester County abused its discretion in refusing to set aside what appellant claims was a "judgment by default" entered against him. He also asks whether that court further abused its discretion by refusing to allow him to "engage in discovery" before ruling on his motion to set aside the judgment. We do not believe...
