Zeigler Coal Company here appeals the district courts refusal to hold the United Mine Workers (UMW) locals in civil contempt for allegedly violating a prior order of the district court enjoining the locals from engaging in any work stoppages over disputes made subject to arbitration by the 1974 National Bituminous Coal Wage Agreement, to which both Zeigler and the UMW are signatories.
