By this civil action, the plaintiff seeks to enjoin the defendant State Board of Parole (board) from revoking his parole and from returning him to any facility of the Massachusetts correctional system outside of Hampshire or Hampden counties without first affording him a "preliminary hearing" to which he claims entitlement under the Fourteenth Amendment and the decision in Morrissey v. Brewer, 408 U.S. 471...
