The petitioner, Clifton-Fine Central School Board of Education (hereinafter, Board), and appellant, Clifton-Fine Teachers Association (hereinafter, Union), entered into a collective bargaining agreement which included a provision for adjudicating disputes by submission thereof to arbitration.
