This is a civil action brought for the purpose of obtaining a judicial declaration that certain sections of the laws of the Commonwealth of Massachusetts, particularly Massachusetts General Laws, Chapter 4, Section 7(43), violate rights secured to plaintiff under the First, Fifth and Fourteenth Amendments to the United States Constitution.
