Appellant submits as his primary proposition of law that although the Constitution of Ohio empowers the General Assembly "to establish other courts" than constitutional courts, such power may not be exercised in a manner causing the vacation of the office of any judge.

Section 15 of Article IV of the Constitution of Ohio provides:

"Laws may be passed to increase or diminish the number of judges...
