The plaintiffs, Eugene and Jacqueline Guernsey, have instituted this action on behalf of themselves and all other similarly situated persons. The complaint reads in seven rhetorical counts — five "federal" counts and two "state law" counts. The plaintiffs pray for injunctive relief as well as compensatory and punitive damages.
