This suit was brought by the State of Louisiana, through the Attorney General, seeking to have a contract to construct a civic center-arena, exhibit hall and theater declared null and void. The contract in question was executed by the City of Baton Rouge and the Parish of East Baton Rouge with Pittman Construction Company, Inc., as general contractor.
