DENECKE, Justice.

The issue is the judicial reviewability of an order of the defendant Civil Service Commission of a County Fire District. The trial court held the order was not reviewable. A majority of the Court of Appeals held it was reviewable. Or. App., 544 P.2d 186 (1975). We granted review.
