The plaintiff, Gregory Panko, commenced this pro se action on March 23, 1972, against the defendant, County of Cook, for alleged battery arising out of an incident on March 23, 1970, wherein two of the latter's employees falsely seized his arm and incorrectly sought to pull him out of a courtroom. The plaintiff failed to allege in his complaint that a notice of injury had been filed...
