Appellants, Sharon Leonard, et al, seek to obtain a referendum election on an ordinance adopted by respondent, the City of Bothell.

Intervenors, Domenico Vitulli, et al, owned a 141-acre lot in the North Creek Valley in Bothell, Washington. The City originally zoned the property for agricultural use. Now, however, the land is more suitable for commercial development, and intervenors applied for a rezone of the property in order to build a regional...
