David Miller, a police Lieutenant, was charged with violating three rules of the Chicago Police Department. Rule 2 prohibits any conduct that impedes the Department's goals or brings discredit upon the Department; rule 13 prohibits making false reports; and rule 24 requires all police officers to reside within the corporate boundaries...
