L. H. Lacy Company instituted suit against the City of Lubbock, Texas to enforce an award made by a panel of arbiters. The award was favorable to the plaintiff, hereinafter designated as "Lacy," and the judgment of the trial court affirmed such award except as to certain limited interest awards in favor of Lacy which were eliminated.
