The plaintiffs, New York City Transit Authority and Manhattan and Bronx Surface Transit Operating Authority, are public benefit corporations created by the Public Authority Law of the State of New York,1 which operate buses in New York City. In April 1973 plaintiffs entered into separate contracts with defendant Exxon Corporation ("Exxon")
