In June of 1971, claimant filed its claim against the State in the Court of Claims for damages in connection with the appropriation of real property. Judgment in claimant's favor was entered on November 18, 1974, and no appeal was taken by the State. The Comptroller was authorized to issue his warrant for payment on December 18, 1974, when the State's time to appeal expired. On March 27, 1975, petitioner received final payment of the balance due.
