The present appeals arise from a suit for damages and injunctive relief brought by plaintiff Cordeco Development Corporation ("Cordeco") against four officers of the Commonwealth of Puerto Rico, charging a violation of plaintiff's constitutional rights under 42 U.S.C. §§ 1983, 1984 and 1985.
