The plaintiffs in these consolidated actions1 have sued on behalf of themselves and others similarly situated, to invalidate two Connecticut statutes (Conn.Gen.Stat. §§ 17-85 & 17-109(e)), which have rendered them ineligible for welfare benefits under two federally sponsored programs, Medicaid and Aid to Families with Dependent Children (AFDC).
