On February 24, 1972, R.I.'s foster parents filed a report of intention to adopt R.I. and a petition to terminate the parental rights of R.I.'s natural parents.1 The Orphans' Court Division of the Court of Common Pleas of Lawrence County, after a hearing, entered a decree terminating the parental rights of R.I.'s natural parents.
