These matters presented questions of fact and law involving alleged violations of a new section of the Suffolk County Sanitary Code, specifically article 10 (§ 27, subd [a]) which provides the following:

"(a) No person shall cause or permit the engine of a motor vehicle, other than a legally authorized emergency vehicle, to idle for longer than three (3) consecutive minutes...
