The facts of this case are simple and undisputed. In 1973 and 1974, defendant (respondent) George C. Rains paid for several newspaper advertisements that opposed various ballot propositions including a joint house resolution and several school levies. In each instance the total expenditures exceeded $100 during the election campaign in question.
