On September 14, 1970, the plaintiff, John Millard, was first employed by the state of Connecticut in a noncompetitive position in the classified service. He attained the status of "permanent employee" upon satisfactory completion of a six-month probationary or working test period, and continued to work for the state until he resigned on November 26, 1971.
