The State Legislature has recently seen fit to implement another enactment1 in an attempt to curb or lessen the increase in activity of the "oldest profession" — prostitution.

The latest enactment is section 240.37 of the Penal Law, loitering for the purpose of prostitution. It is primarily directed at the prostitutes who the local legislators...
