Richard Bell, appeals from an adverse decision in a declaratory judgment action in which he seeks to have a contract between the City of Corvallis and the Hewlett-Packard Corporation (H-P) declared invalid. H-P has purchased a tract of land outside and near but not contiguous with the boundaries of the city with the intention of erecting thereon a large manufacturing plant.
