This is an appeal by the Borough of Ringtown from an order of the Court of Common Pleas of Schuylkill County sustaining the appeals to that court of Ringtown Enterprises, Inc. and Circle Rentals, Inc. from judgments of fines imposed by a magistrate in summary conviction proceedings.
