Special levies having failed, the Oak Harbor School District issued notices of nonrenewal pursuant to a policy which it had previously negotiated with the Oak Harbor Education Association. This policy made seniority within the district the controlling factor in determining which teachers should be nonrenewed. The district then brought this declaratory judgment action to obtain a ruling whether it was required...
