The Commonwealth filed a protest to its appraisal of real estate in the sum of $18,500 and the Department of Revenue, Inheritance Tax Board, sustained the protest by which the value of the realty was established at $23,000. The executor has appealed to the court; wherefore, the matter is now before us for disposition.
