The sole issue in this case requires that we determine the effect, if any, a gubernatorial pardon has on a "license" disabling statute.

The facts are not in dispute. On July 28, 1961, respondent pleaded guilty to two charges of selling intoxicating liquor on Sunday and was fined a total of $500. On November 22, 1972, he received a full gubernatorial pardon. Thereafter, upon application he was issued a package liquor license by the Supervisor...
