HOWARD, Chief Judge.

On April 9, 1975, Officer Charles Knapp, a patrolman with the Arizona Highway Patrol, was on duty on Interstate Highway I-19 working radar at mile post 9 when he observed a Ford stationwagon driven by appellee suddenly drop its speed from 54 m.p.h. to 44 m.p.h. As he watched the vehicle go by, the officer observed that it had no license plate affixed to the rear. He did, however, observe that the vehicle had a temporary registration...
