This is an appeal from the denial of declaratory and injunctive relief and from the refusal to convene a three-judge court under 28 U.S.C. §§ 2281 and 2284. Appellants sought these forms of relief, alleging that defendants — various officials of the town of West Greenwich, Rhode Island — had violated their constitutional rights to free speech and expression and had deprived them of their right to engage in a lawful occupation...
