The plaintiff, the state of Connecticut, brought this action against the defendant, Mary Griffin, as the administratrix of the estate of Edward F. Doran, to recover the cost of Doran's maintenance while he was a resident of the Veterans Home and Hospital in Rocky Hill. The defendant administratrix filed a special defense, contending that the plaintiff failed to present its claim in the manner and within the time required by § 45-205,
