This is a petition for reinstatement after disbarment. See In re Milne, 126 Vt. 69, 222 A.2d 360 (1966). A previous petition in 1973 was denied on April 16, 1973.

The committee appointed to review the facts recommended that in view of the petitioner's outstanding efforts toward rehabilitation and excellent community service, he be allowed to be readmitted, subject to a retaking of the bar examinations [See...
