In this civil rights action plaintiff alleges that her equal protection rights under the Fifth Amendment have been violated by the discriminatory policy of the United States Navy in granting a disproportionately low number of NROTC four year and two year scholarships to women vis-a-vis men and in establishing disparate standards of eligibility.
