The defendant has moved for summary judgment in its favor on the basis that one provision of the Truth-in-Lending Act, Section 129(a)(7)1 and two provisions of the regulations promulgated pursuant to that Act, Sections 226.8(b)(4)2 and 226.8(l)3, violate the due process clause of the 5th Amendment to the Constitution4
