This is an action for a declaratory judgment that the Kansas School District Equalization Act of 1973 (K.S.A. 1974 Supp. 72-7030 et seq.) violates the Bill of Rights and the Constitution of the State of Kansas as well as the equal protection clause contained in the 14th Amendment to the Constitution of the United States.
