Plaintiff filed a declaratory judgment action, the general purpose of which was to have R. C. 3311.18 and 3313.90 declared unconstitutional on several grounds. Specifically, plaintiff is a resident and taxpayer of the Columbiana Exempted Village School District which joined with seven other school districts to become part of the Columbiana County Joint Vocational School District, pursuant to R. C. 3311.18.
