This is a civil action brought by the Secretary of Labor under § 17 of the Fair Labor Standards Act (hereinafter referred to as the "Act"), 29 U.S.C. § 217 (1975), to enjoin defendants from violating its minimum wage and overtime provisions and to require the payment of back wages to defendants' employees.
