Defendant was prosecuted for possession of a small residue of heroin, visible to the naked eye, in the form of a hard powdery substance on the interior of a bottle cap. Defendant sought to avoid conviction by asking this Court to construe this state's former statute making it a felony for "any person not having a license * * * [to] possess or have under his control any narcotic drug" to require
