The Township of Piscataway appeals from judgments of the Division of Tax Appeals which reduced the tax assessments for the years 1971, 1972 and 1973 on five parcels of realty owned by Piscataway Associates, W. Kaplan, R. Geiger and Chandler Associates (hereinafter collectively known as "taxpayer").
