In November of 1971, a charter commission of seven members was elected in the City of Johnstown to study the charter and form of government of the city and consider a new charter and to make recommendations thereon. This was done pursuant to the authority found in the Act of July 15, 1957, P.L. 901, 53 P.S. §41101 et seq., known as the Optional Third Class City Charter Law.
