Charles Pelletier, appellant in these proceedings, was employed as a Capitol Area Security Officer by the Division of State Buildings and Grounds of the State of Louisiana. By a letter dated February 4, 1975, the appellant was discharged from his employment, said discharge to be effective on March 7, 1975.
