Plaintiff is the owner of some 84 acres of property located in an unincorporated area of Sangamon County, east of the city of Springfield, on the east side of U.S. Route 36. At the time the property was purchased by plaintiff it was zoned for agricultural use. In the year of its purchase the plaintiff filed a petition with the zoning administrator seeking to have the property rezoned...
