Maryland's Fair Election Practices Act is presently codified as Maryland Code (1957, 1976 Repl. Vol.), Art. 33, §§ 26-1 to -21.1 Section 26-4 (a) of that enactment, among other things, makes it unlawful for a "political committee, or any of its members, to ... disburse money" to promote any of the purposes for which the political committee...
