This is an appeal from a judgment of the Court of Claims of Ohio dismissing appellant's complaint. The record indicates that appellant, in his first cause of action, alleged that the General Assembly, the Governor, and the people of Ohio denied him due process and equal protection of the law because of a failure to enact a statute which would have required the Court of Common Pleas that committed him to Lima State Hospital to consider appointing a guardian...
