We are again faced with the interpretation of the term "exceptional circumstances" (CPL 30.30, subd 4, par [g]), upon defendant's motion to dismiss for failure to receive a speedy trial. (CPL 170.30, subd 1, par [e] and CPL 30.30, subd 1, par [b].) Depending upon its meaning and application, the existence of such circumstances would excuse delays in bringing a misdemeanor...
